Okay, maybe there's more going on, but...

Starting with frame 5, notice the background. See the red car on the pier? The small boat tied to the tug? The antenna in the foreground?

In frame 6, people start getting serious. The red car is gone, and there's a van in its place. There's a red tow truck, which later disappears, probably to cart off the white car. Dozens of things change.

Then, in frame 10, the red car is back. The crowd is gone and even the guys on the dock are back like they were - see the two guys in white shirts? Everything is the same as in frame 5, except for the airbrushed green crane truck hanging off the dock.
